Can I activate Ophelia immediately?

No. Public signup records interest; a private-beta service is scoped and configured before access is activated.

Can she act without review?

Only a separately approved, bounded workflow may do that. Draft-first and human review remain the default for consequential or outward actions.

Does one setup connect every account?

No. Each account and system needs explicit authorization, identity checks, scoped permissions, and its own success or failure evidence.
